Tasks can have multiple verifiers

When creating a procedure, procedure modifiers can now set the task verification approval strategy. This means that selected approvers (defined by their role in Exos) will be assigned task verification per the approval strategy.

The two approval strategies are:

1. First to respond: The first approver determines the confirmation status of the task completed by the assignee.
2. All need to approve: All approvers must determine the confirmation status of the task completed by the assignee. Confirmation type must be "Passed" for all approvers for the task to be marked completed.
